By "civilians" maybe he meant Republicans and "human" means everybody else...

Snow comes across as intelligent, but when I consider for whom he now works and for whom he worked at his previous job, I have my doubts about his intelligence, if not his veracity. His quote is just more proof that he was the perfect hire to be the propaganda mouthpiece for the administration!
