Okay, when Clinton was in office, North Korea's nuclear program was FROZEN.
Lil' Kim got all pissy when Bush labeled North Korea a spindle in the Axis of Evil, then Bush ignored them!!!
Just like Bush ignored Richard Clarke, the levees, The CIA, etc.

Bush had an “anything but Clinton’s policy” on everything from national security to FEMA.
He talked tough with North Korea but couldn’t back it up. He was too busy with the real nuclear threat in Iraq.
